Santa Margarita Water District sought to modernize communications at its Chiquita Water Reclamation Plant by replacing an aging radio-frequency control network with a high-speed fiber optic infrastructure. Challenges
The Chiquita Water Reclamation Plant operates continuously and processes approximately six million gallons of water each day. The facility relied on an aging control and communication infrastructure that connected programmable logic controllers (PLCs) using radio-frequency communications. Over time, these links became unreliable, introducing latency, delayed screen updates, and limited reporting capabilities.
The District needed a modern communications platform capable of delivering real-time operational visibility, secure remote access, and greater network reliability. Because the plant provides critical services to surrounding communities, the upgrade also had to be completed with minimal disruption to operations. Additionally, the District sought a future-ready infrastructure that would reduce maintenance requirements while supporting operational growth and industry demands.

The Panduit Strategy and Solution:
To address these requirements, Santa Margarita Water District partnered with Panduit to implement a comprehensive industrial networking solution centered on a fiber optic communications infrastructure. The deployment leveraged the existing duct bank infrastructure while transitioning key control systems to a secure, high-speed network environment.
The solution included a Panduit Integrated Network Zone solution, which enables communications between the control room and operational areas while supporting industrial Ethernet best practices. Integrated with industrial Ethernet switches, the solution delivered enhanced diagnostics, simplified management, optimized traffic flow, and faster deployment.
Additional Panduit technologies included fiber hardware and connectivity, cable managers, network identification solutions, and physical network security solutions to protect and organize the infrastructure.
The Implementation
Panduit zone enclosures were strategically deployed across eight locations throughout the facility. The architecture centralized cable management and reduced unnecessary cable runs, resulting in a cleaner and more efficient network design.
The deployment also incorporated redundant power supplies and Panduit UPS systems. This maintenance-free approach helped improve reliability while reducing long-term ownership costs. The implementation provided both IT and operations personnel with secure access to critical network resources and increased visibility across the plant environment.
The Outcome
The completed solution transformed communications across the facility. Reporting and monitoring capabilities improved from periodic exception-based updates to real-time data transfer, providing operators with faster access to critical information. IT and SCADA teams gained secure remote access, reducing manual intervention and improving operational efficiency.
Panduit delivered the networking portion of the broader SCADA modernization initiative within three months, significantly ahead of the estimated timeline. The District achieved up to a 75 percent reduction in deployment time while improving uptime, scalability, security, and network performance. The new infrastructure positions Santa Margarita Water District to continue supporting water conservation and operational excellence for years to come.
